BQM_ALR Creating A Logfile

We have a logfile that is continuing to grow on our Cimplicity 7.5 system that is currently at 1GB in size (and growing). The file is in the temp folder and is named LogFile_<Project_Name>A Bunch of random characters.txt. Attempting to open or move the file gives us the file is in use message. Looking at the locks on the file I see it is the BQM_ALR.exe process that has a lock.

What would be causing such a logging to occur? We haven't found anything in the system that gives us a clue and since we can't open the file due to the lock we have no idea what is logging.
